Has anyone ever seen an AI player declare Emperor and win? I never have. Until today. The thing that did it, i think, was switching the B2 Palace over to Stigmata, as Intaweb suggested. I don't play either Nova or Hyperion so I don't want to intrude, but just to straighten this out: all the Hyperion.exe file does is to make the Symbiots build ships. If you guys think Nova Symbiots are pansies, give it a go, but you'd all have to have it. Oh, and it ups the quantities in the Agoras ...

Intaweb: The editor and the game set up Rebel units in random galaxies differently. The game makes 0% loyal rebels, and the editor makes 75% loyal ones. I was thinking along those lines too. But a Stigmata presence on BS would let non-Regents abuse their position as well, though not as much before the ban is lifted.
