You'll need WinG32 for the Holistic map editor. On Win 7 you need to put it in the Windows\SysWOW64 folder. With that in place, the map editor runs fine.
As for the other editor you mentioned, I don't know for sure; I just use a text editor myself.

I've not heard of that particular error before, but I just copied one of my EFS folders over to my Win 7 x64 rig and used the registry info posted in this thread. Works fine now!

Just reviewed the survey maps. I don't think I've even looked at the one for Istakhr before; I never realized the massive difference between that and the EFS version.
