These apply to Nova, not just my tweaks.<p>#1 You can't capture an unoccupied city by landing ministry ships into it. Instead you get the mixed stacks error message. So you have to land adjacent to it and move in.<p>#2 Similar to the bug where the AI tries to attack on byzantium with units that aren't permitted to, it will use submarines to attack cities with units in them that the sub cannot harm (IE everything other than boats). It is smart enough to avoid attacking aircraft and empty cities though.<br>
