I just noticed that I am missing a row in DAMAGE.DAT. This means that even if a unit hits another unit, 10% of the time they won't do any damage because of this missing row.
I'll provide a fix for it in the near future.

A while back, I experienced an issue with the research tree after installing V1.4g - I was not able to build ranger legions or any more advanced units. Has anyone else experienced this issue? Has it been addressed/resolved?

I would imagine you were using Epoch 1 which only allows building the first set of units (i.e. UNIT1.DAT is rename UNIT.DAT).
You need to rename the highest named UNIT?.DAT file (where ? is a number) to UNIT.DAT and then all units will be available.
This change was made to allow the AI to build units early in the game in Hyperion since the vast number of units overflow the computer build tables.

I have a severe bug when installing the Gamma version... basically, all of my units start reporting completely off the wall movement rates (in the thirties and forties), resources, maintenance costs (some of them are in the negative range) and I'm unable to build certain units (ie, just about all of them). I have no idea why this is happening.

Have you noticed that when you set !Combat to 1, the AI will not build? Although this behavior seems to change with unit type---Engineers might be built, and of course. garrison units. But the unit's stats are irrelevant.
